Social Value Quarterly Reporting
As part of wider contract monitoring and reporting responsibilities, from April 2022 Essex County Council (ECC) suppliers are required to use this Social Value Reporting Tool to record progress towards their Social Value commitments each quarter.

All new contracted suppliers are required to submit their first quarterly report using the Reporting Tool according to the above schedule. Suppliers will start to report Social Value delivery on the deadline that falls after the first full quarter of their contract term has elapsed. For example, if the contract start date is mid-quarter (e.g.1st May 2023) the supplier would start to report on Social Value delivered in October 2023 for the period from the contract start date up to the end of the second quarter (30 September 2023).
How to complete the Social Value Report
The Social Value Reporting Tool includes the Measures which correspond to the Council’s ECC TOMs Calculators, used during the procurement process. A copy of the latest ECC TOMs Calculators V.12 and V.12C for Construction contracts can be found on the Social Value Catalogue ECC TOMs for reference.
Each Social Value commitment you made in your contract has a corresponding ‘ECCTOMs’ reference number – e.g. ECC1.
This report has been sorted by ECCTOMs number.
Instructions:
- Complete the Introduction Questions page
- Find the corresponding section(s) in this report for each commitment you made and enter the number of units of social value that have been delivered in the period. For example, if you have made a commitment against ECC11 - 'Total amount spent in local supply chain', you would navigate to the relevant question 'ECC11' and enter the amount of £s spent in the period in the Units box.
Community Exchange
We recognise that to deliver some of the Social Value measures requires community engagement with Essex based organisations to connect with local beneficiaries for example ECC19: Local school and college visits e.g. delivering careers talks, curriculum support, literacy support, safety talks, requires engagement with schools to arrange those visits. We call these ‘Community TOMs’.
ECC has designed a ‘Community Exchange’ area in its online Social Value Catalogue to help suppliers connect with local stakeholders efficiently and effectively. With suppliers’ permission, ECC will publish information setting out any social value commitments relating to the Community TOMs, the units available and contact information provided by the suppliers.

Reviewing and submitting your Report
For all questions, it is the responsibility of ECC suppliers to ensure that information provided is accurate, attributable to the subject matter of the contract and relevant to the time period specified in the Reporting Tool.
When you have provided information for all relevant questions (based on your contracted Social Value commitments), press submit and you will receive an acknowledgment and your response will automatically enter the ECC database. You do not need to email it to us. Analysis of the results will be available on demand to your ECC Contract Manager. If you have any questions, please email social.value@essex.gov.uk
